Born in Baltimore, Maryland. Served in U.S. Army, Heidelberg, Germany, 1958-61. University of Maryland; University of Baltimore School of Law, J.D., 1970. Admitted to Maryland Bar. Attorney. Member, Maryland Sheriffs' Association, 1986- (treasurer, 2006-07). Two children.
