Member, Judiciary Committee, 1983-86; Joint Committee on Federal Relations, 1986-90; Economic Matters Committee, 1987-90; Ways and Means Committee, 1995-98 (education subcommittee, 1995; tax & revenue subcommittee, 1996; finance resources subcommittee, 1997-98); Special Joint Committee on Competitive Taxation and Economic Development, 1996-97; Special Committee on Rail Mergers, 1997; Appropriations Committee, 1999-2006 (public safety & administration subcommittee, 1999-2003; oversight committee on personnel, 1999-2006; transportation & the environment subcommittee, 2003-06). Chief Deputy Minority Whip, 2002 (deputy minority whip, 1996-98, 2000-01). Chair, State and County Issues Subcommittee, Anne Arundel County Delegation, 2005. Hawaii State Representative, 1970-74. Hawaii State Senator, 1974-78. Member, Hawaii State Board of Education, 1968-70 (only Republican ever elected to Hawaii State Board of Education). Member, National Advisory Council for the Education of Disadvantaged Children (ESEA, Title I), 1977-79, appointed by President Gerald R. Ford. Member, Accountability Task Force (on State Aid to Public Education), 1984-89; National Motor Carrier Advisory Committee, 1988-90; National Council on Disability, 1991-92, appointed by President George Bush; Governor's Committee on Employment of People with Disabilities, 1996-2004; Task Force to Study Retail Electric Competition and the Restructuring of the Electric Utility Industry, 1997-98; Task Force on Public Charter Schools, 1998; State Council on Cancer Control, 2003-06.

Born in Philadelphia, Pennsylvania, February 4, 1943. Hamilton College, B.A., 1964. Delegate, Republican Party National Convention, 1976, 1980, 1984, 1988, 1992, 1996, 2000 (platform committee member, 1980, 1988). Honored for legislative service by Maryland Coalition Against Crime, 1986, and Maryland Child Care Association, 1989. Legislator of the Year, National Republican Legislators Association, 2000. Distinguished Service Citation, Maryland Library Association, 2006.
