The Committee to Establish the Maryland Survivors Scholarship Fund was authorized by the Governor in November 2001 (Executive Order 01.01.2001.21). For the children of Maryland victims of the terrorist attacks on September 11, 2001, or of those victims enrolled in Maryland colleges or universities, the Committee now distributes scholarships awards to eligible young people who are the children of those victims.

Originally overseen by the Maryland Higher Education Commission, the Fund has been administered privately by the Baltimore Community Foundation since 2002.
