ADOPTION OVERSIGHT TEAM

In November 1997, the Secretary of Human Resources created the Adoption Oversight Team to oversee implementation of recommendations of the Governor's Commission on Adoption. The Team last met in 2000.

Under Office of Adult and Family Services within Community Services Administration, this unit was incorporated into Community-Based Services in March 1997.

ATTENDANT CARE PROGRAM ADVISORY COMMITTEE

GOVERNOR'S COUNCIL ON THE STATUS OF GIRLS
In June 2000, the Governor established the Governor's Council on the Status of Girls within the Maryland Commission for Women (Executive Order 01.01.2000.11; Executive Order 01.01.2000.23).

For Maryland girls, the Council identified what obstructions keep them from realizing their full potential and what resources were available to meet their needs. The Council recommended changes through legislation, policy, or procedure; and advised State agencies on how to implement such changes to benefit Maryland's girls. The Council also set up a reporting system to see how State laws and policies affect Maryland girls.

The Council consisted of up to nineteen members. Up to eight of these were appointed by the Governor, who also named two youth members. The other members represented State agencies.

The Council was abolished on Sept. 5, 2003 (Executive Order 01.01.2003.29).

HOMELESS SERVICES
Under Community Services Administration, renamed Shelter, Nutrition, and Service Program in 1998.

IN-HOME AIDE SERVICES
Under Office of Adult and Family Services within Community Services Administration, this unit in March 1997 became part of Home-Based Services.

INTERNAL ASSESSMENT DIVISION
Under Child-Support Enforcement Administration, renamed Audit Division in April 2003.

LEGISLATIVE & PROGRAM COORDINATION
Legislative and Program Coordination began in 2000. It coordinated activities for attorneys working in local child support enforcement offices and established a database of cases for them. Also, federal and State legislation were monitored and analyzed by this office.

Under Child-Support Enforcement Administration, abolished in July 2003 due to budgetary constraints.

OFFICE OF RESOURCE DEVELOPMENT & VOLUNTEER COMMUNITY INITIATIVES
In March 1999, renamed Office of Community and Volunteer Services.

OFFICE OF SERVICE DELIVERY
Under Child-Support Enforcement Administration, merged in 1996 with Office of Interstate Operations to form Interstate and Local Services Division under Office of Local Services.

OFFICE OF SUBSTANCE ABUSE INITIATIVES
The Office of Substance Abuse Initiatives formed in 2001 to develop and implement substance abuse programs for parents and children receiving services under the Social Services Administration. With the Department of Health and Mental Hygiene, the Office provided screening for alcohol and other drug abuse to clients of the Administration, assessed their needs, and referred them to substance abuse treatment programs.

Under Social Services Administration, the Office ceased to exist due to budget constraints in 2003.

OFFICE OF VOLUNTEER & COMMUNITY SERVICES
Renamed in 2000 as Office of Community and Volunteer Services.

OFFICE OF WORK OPPORTUNITIES
In July 1989, the Office of Work Opportunities began as a federally mandated program called Project Independence. The Project was a work and training program for welfare recipients. With the Department of Business and Economic Development and the State Department of Education, it sought to move clients from welfare dependency to economic self-sufficiency through education, skills training, work-related activities, support services, and job placement. Formerly under the Deputy Secretary for Programs and Local Operations, the Office of Project Independence Management reorganized as the Office of Work Opportunities under the Family Investment Administration in 1996. Renamed the Office of Work Opportunities and Field Operations in October 1996, it again became the Office of Work Opportunities in September 1998. Due to budgetary cuts, the Office was disbanded in July 2004.

OFFICE OF WORK OPPORTUNITIES & FIELD OPERATIONS

In Oct. 2003, units assigned to Deputy Secretary for Operations were reassigned.

OUT-OF-HOME SERVICES: FOSTER CARE
Under Social Services Administration, renamed Out-of-Home Placement Services: Foster Care in 1999.

PLANNING
Planning was created in 1995 as Planning, Legislation, and Innovation and reorganized as Planning in February 1998. This office made policy, designed programs, and developed initiatives. The Deputy Secretary formulated social welfare policy and promulgated regulations reflecting new laws. The Deputy Secretary found alternative funding sources for programs; did strategic planning for the Department; and acted for the Secretary at administrative hearings and appeals.

In Dec. 2003, Planning was abolished, and its oversight for Administrative Services (now Administrative Operations), and Human Resource Development and Training was reassigned to the Chief of Staff.

PLANNING, LEGISLATION, & INNOVATION
In Feb. 1998, reorganized as Planning.

POLICY, PROGRAM DEVELOPMENT, & TRAINING DIVISION
Under Child-Support Enforcement Administration, functions reassigned within Office of Policy and Training in April 2003.

PRIVATIZATION PROJECT
Authorization for Project expired Oct. 31, 2002.

PROGRAMS & OPERATIONS
Renamed Programs in Dec. 1998.

RESPITE CARE PROGRAM
Under Office of Adult and Family Services within Community Services Administration, this unit in March 1997 became part of Home-Based Services.
