General counsel for U. S. Representative Newton I. Steers, 1976-78. Former executive director, Montgomery-Prince George's Continuing Legal Education Institute, Inc. Former member, Community Advisory Council, Tri-Services Center for Children with Learning Disabilities. Co-editor, Discrimination and the Addict: Notes Toward a General Theory of Addiction Rehabilitation (1973). Editor, Drugs, Politics, and Diplomacy: The International Connection (1974). Married, two children.
