In October 2003, the House Speaker formed the Special Committee on Higher Education Affordability and Accessibility. The Committee will examine Maryland's higher education system and formulate a plan for the system's future structure and funding. The goal is to maintain a competitive higher education system that produces a high quality workforce, but also remains affordable and accessible to students of middle- and low-income families

The Committee submitted its report to the House Speaker on February 12, 2004.
